Probably use in a laundry in it’s day but now probably logs or floral display. The vibrant green enamel has numerous chips but nothing you wouldn’t expect and indeed any less damage and you would be suspicious of it’s age. Most probably Late Victorian or Edwardian around 1890-1910 and really special to get one this size.
